Well, there were recent fake Twitter accounts set up which spreaded a prank campaign about the hearthrob singer who was allegedly caught smoking weed. TMZ released the photos above of the singer smoking a "mysterious substance" on January 2nd.
The term #CutForBieber started trending, initially as a joke that was started by the prankster website 4Chan.
“You [Justin Bieber] stop using drugs and then we’ll stop cutting. You make this world meaningless and now we’ve lost hope,” said one of the dummy Twitter accounts.
It was only a few hours before the hashtags #Cutting for Bieber and #Cut for Bieber were actually trending on Twitter, along with alleged photos of teens that had actually cut themselves over Bieber’s alleged photos smoking weed. It is not yet known whether any (or all) of these photos are (hopefully not) real, or simply fabricated by the original fake accounts, according to reports.

4Chan is the same site that allegedly started the #BaldForBieber trend in October, which claimed Justin had cancer and fans should shave their heads to support the singer.
Justin has not directly responded to the #CutForBieber posts or the photos of him allegedly smoking.
Why didn't Twitter ban these photos and the fake accounts from circulating? I hope no actual Bieber fans harmed themselves.
Honestly that picture doesn't even look like him. The face looks too long and slender. Also the hair flip looks bigger than his...I dunno
